Mid Term Evaluation

The chairman of the Assessment and Evaluation Commission, Sir Derek Plumbly, met the President of the Republic, Field Marshal Omar Hassan Ahmed ElBashir, on 9 July 2008. Discussion focused on the Mid Term Evaluation report prepared by the AEC, and what had been achieved so far in implementation of the Comprehensive Peace Agreement and what remains to be done. Sir Derek congratulated the President on the occasion of the mid point in the interim period provided for in the CPA, which fell due that day. The meeting was attended by Minister Kosti Manibe (SPLM) and Dr. Said ElKhatib (NCP).

The Mid Term Evaluation report was finally agreed by the members of the Commission in Juba - where the AEC met for the first time in plenary - on 3 July. The chairman and Commission members discussed the content of the report with the First Vice President and President of Government of Southern Sudan Lt. Gen. Salva Kiir Mayardit, and members of the GoSS at a separate meeting in Juba that day.

Preparation of the report involved some three months of discussion in working groups and among Commission members, including the parties. Pursuant to the provisions of the CPA and in advance of the deadline set therein, the AEC chairman formally submitted the Mid Term Evaluation report to the Presidency during a meeting with the Minister for Presidential Affairs, Gen. Bakri Hassan Salih, the previous day, 8 July 2008. At the same time copies were sent to the heads of international organizations and foreign ministers of countries represented in the Commission.

Submission of a Mid Term Evaluation is specifically required of the AEC in the Machakos Protocol. The Evaluation Report is intended to be analytical in character, evaluating the extent of implementation and what more needs to be done to secure the objectives of the CPA and make unity attractive. It will be made publicly available, including on the Commission’s website at www.aec-sudan.org. The report is in English. An unofficial translation is available in Arabic.
