Today the Assessment and Evaluation Commission publishes its January 2010 report. The full report is available for download in English and Arabic from http://www.aec-sudan.org/press.html.
In introducing the report, at a press conference to mark its publication and the fifth anniversary of the CPA, the AEC Chairman Sir Derek Plumbly made the following opening remarks.
“It is eighteen months since the publication of the Mid Term Evaluation report in July 2008. Three quarters of the CPA’s interim period has now passed. During this time the Comprehensive Peace Agreement has remained resilient, despite difficulties and delays. But the key transformational events envisaged in the Agreement – national elections, popular consultation in Southern Kordofan and Blue Nile, the referendum in Abyei, the self determination referendum of the people of the South – are now imminent, and much preparatory work remains to be done.
“The report covers the full range of the CPA – including wealth sharing, security matters and the role of the international community – and includes recommendations in respect of key priorities. As with all AEC reports it has been agreed by both parties and the international members of the commission. It looks forward to the elections, the popular consultations and the referenda. It also highlights the need for an early start to discussions on post-referendum arrangements to address both scenarios, unity and separation, recognising the interdependence of North and South in Sudan; and the urgency of demarcation of the North/South border.
“2010 is a year of opportunity for Sudan. The report shows how, with concerted effort and understanding, the benefits brought by the CPA can be built upon to advance democratic transformation and ensure long term peace, prosperity and development.”

- The Assessment and Evaluation Commission is a commission established pursuant to the CPA. Participants are the CPA partners and the countries and international and regional organisations which witnessed the agreement. It is tasked with the monitoring of the CPA.
